Allergy is an immune: response. It has to develop AFTER exposure. The skin test is quite reliable, but does not prevent later development of allergy AFTER a negative test. Furthermore, foods are rarely just the food they say it is. Rice is low allergenicity. SAFFRON, artificial colors, various seasonings .. more likely to give allergic responses. So, can have a negative test, same food, difrerent additives.

Details matter: What do you mean by "allergic reaction"? Food allergies proceed through igE and manifest as URTICARIA, mostly HIVES. If you have a rash or eczema it is not due to food. Skin tests of any kind are notoriously unreliable for food allergies. Why were these tests done? They are usually useless and should never be done if the patient has eczema.
