2 small red spots, 1 on fore arm and other the bicep, not itchy, painless, clears when the skin is pulled/stretched, not pimple like, dry, flat, sligh?

Exam needed: To be sure these would have to be inspected by a physician, but since they blanch on stretching the skin, it would rule out a hemangioma or petechia. If these persist or increase in size, have them examined by your physician or dermatologist for diagnosis even though they sound benign.
