Yes it can.: The upper cervical nerves C4 and C5 innervates the shoulder. You will then likely have pinched nerve at C3/4 or C4/5. Shoulder joint wear and tear is also common and can make it confusing. It is unlikely for you to have both. You need spine surgeon and a shoulder specialist to help you out.
