I completely fractured my tibia/fibula. during surgery, a rod was placed through my tibia, but my fibula remains split in half. is this normal?

Yes: I know it may not sound quite "right" to you, but that is what is typically done. By stabilizing the tibia with a rod, the leg is stabilized allowing the fibula to heal without instrumentation of the fibula itself.
