Lower back & hips pain on & off . pain goes down both legs sometimes. mri normal. what could it be?

Several things: CLBP can be due to disc disruption not see by MRI and requires an uncomfortable test to prove. Unfortunately, it could be a systemic disease (Ankylosing spondylitis rheumatoid or psoriatic arthritis or even gout.) There a other more rare problems. Check with you doc for lab tests and SI joint x-rays.
