Cheek rashes: Without a picture, it's difficult to diagnose a rash. It sounds like it could be chapped skin, but I can't be sure. If it is chapped skin, aquaphor or vaseline may help.

Atopy or infectious: description sounds like a dermatitis especially if this has persisted for more than a week.
