Probably not: related. Scarlet fever is strep with a rash, no more serious than that. Children of this age tend to get a lot of viral infections and some bacterial. Without knowing the specifics of the other illnesses, it's hard to know if there's an underlying problem. Please discuss with her doctor and/or ask for a referral to a immunology specialist.

Depends...: So sorry about your little girl getting ill! The answer to your question depends on many things! Is she developmentally normal? What are her exposures to illness like? Is she in day care? What are these other illnesses? Are they colds? Why is she receiving antibiotics? Does she have multiple positive throat cultures for strep? Are they viruses? What are you most worried about?
