Would looking down at a tablet for a couple hours cause a throbbing painful headache at the back of head and neck the next day?

Tablet neck.: Yes. Holding your head down at that tablet-using angle puts a tremendous strain on the neck muscles, which are charged with holding the head in that unnatural position. This will cause pain.
