Resting tremors?: This is definitely not normal. First see your primary care physician for a thorough history and physical exam. She will probably order some imaging and labs, possibly with a neurology referral. The differential diagnosis for resting tremor is extensive, toxic, metabolic, neurodegenerative, genetic cause, as well as functional. Do not delay! Best of luck!
