Yes: Spitting and not rinsing would probably enhance the benefit of fluoridated toothpaste. Give it a try and follow your preference. The one thing to keep in mind is to avoid swallowing the toothpaste, however..

No effect: No effect on the teeth as you will ingest some fluoride already or possibly get some in your system sublingually (very low) but the reason for fluoride in toothpaste is for frequency. If you are in a high decay risk then I'd rinse with a fluoride rinse or a xylitol rinse instead of water but waters still has its pluses because it will neutralize the Ph of the mouth.
