Where can i donate money directly to poor patients who need surgeries but can't get one?

Carefully: Giving money directly to them is a bad idea since they may take the money and never spend it on what you gave it for. A better idea is to pay the medical/surgical office with the understanding that if the surgery is not done, you can get a refund.
