Do doctors have the right to refuse surgery because of financial status even if patient has already been admited?

FINANCES&SURGERY: In us if a patient is admitted to a hospital and requires emergency surgery, by law it will be done.But if it is elective surgery and it will not cause any immidiate danger to the patient, then it can be scheduled in future and payment arrangement may be made.For hardship cases who can not afford to pay, have to qualify for charity care to pay for hospital bills, surgeons fee may have to be paid.
