Needs evaluation: A baby this small needs to be evaluated first of all. Was Ventolin recommended by a physician or are you trying it on your own? Is the chest clear when MD listened with a stethoscope or what you hear with your ear? What other symptoms does the baby have? If the baby seems to have a hard time breathing take him to ER. If your baby was seen by MD but you don't think he is getting better call MD

Wheezing: Examine your baby, if your baby is working hard to breathe, flaring his nostrils, chest is retracting and you can see him using his accessory muscles of respiration, then you should take him to the ER. He may require a nebulizer treatment and further evaluation. If your baby is very comfortable and happy, feeding well, then you can take him to see your pediatrician. Consider allergens/HEPA filter
