Controller drug: It is difficult to make a diagnosis of asthma in a child younger than 3 years of age. Nonetheless if the child has a positive skin test response to an airborne allergen, then the chance for asthma is much higher. If your child has had recurrent wheezing in the absence of a cold, then I would treat it as asthma especially if there is a positive allergy skin test or a strong family of asthma.
