Serious problem: He has to get medical help ASAP. He is at high risk to himself and any close contacts for significant illness if not treated appropriately now. He should make contact with someone in charge at the Center and if not successful he or a family member should contact an attorney to intervene especially if what you say is true that staph infections are common at the Center.

When out?: When will he get out? When he does he may need a Dr. Sadly, medical care of any kind is routinely withheld from prisoners. Medical care is put out to the lowest bidder in prisons and therefor the supplier is reluctant to spend even small amounts of money. Fortunately, this is probably not serious. Hidradenitis suppuritiva is likely. This is chronic and annoying, usually treated with surgery.
