Before birth: It is true that most baby teeth are formed before the baby is born--starting at around the 8th week of pregnancy. The adult front teeth and often the first ("6-year") molars can start to form at about 20 weeks in a normal pregnancy.

Soon: Shortly after birth the first permanent teeth start to form. Permanent teeth are starting to form until about age 13-15. If there is not Fluoride in the drinking water, a supplement should therefore be started shortly after birth for the maximum protection against decay.
