I'm not exactly sure: whether your question is about using a cream (perhaps an FDA approved anesthetic cream) during the tattoo process or afterward. I am presuming the latter: you must be very careful not to apply creams after receiving a tattoo in order to avoid infection. Your tattoo artist will have specific instructions for wound care. Your blood pressure may temporarily go up but likely not dangerously. Good luck
