Not necessarily: Variations in head circumference from month to month can be due to rapid rate of growth early in life or to measurement variance. If the baby appears not to be meeting age-appropriate milestones; loses tone, is intolerant of feeding, has fever or a bulging fontanelle, please have her or him evaluated immediately.
