It's made that way: A woman who is taking birth control pills will usually get withdrawal bleeding when she stops taking active pills. Withdrawal bleeding happens because the level of hormone(s) in her body drops when she does not take an active pill. This happens each month during the week of inactive pills, and can also happen at other times that she misses active pills.
