Hand cream: Try intensive hand cream from the store that has mild exfoliant in it to clear dead skin cells. Then make sure to protect your hands from the sun with some sunscreen and gloves, the medicine you have on your hands might make them photosensitive. Change soap. I agree with the other doctor's answer as well. Get 2nd opinion dermatologist. Good luck.
