Can it be silent reflux? post nasal drip and feeling like the throat (whole neck area) is expanded. nasal spray, sinus rinse & omeprazole do not help.

Hard to say: Silent reflux in the presence of post nasal drip is more commonly associated with cough and throat irritation. Not sure what you mean by throat / neck expansion. It doesn't sound like your throat swells suddenly which would be angioedema. Another possibility is an enlarged thyroid gland.
