How bad is subcutaneous soft tissue swelling at the medial aspect of the ankle ? i've had this for a yeah now. can this turn in tumor cells?

No: Subcutaneous swelling in medial ankle region without palpable mass suggests non specific swelling secondary to localized venous insufficiency leading to the swelling. Tumor would continue to progress with larger area of swelling.. This type of swelling would benefit fro leg elevation if nonospecific.

Edema: Unilateral edema of the ankle may occur with damaged ligaments,arthritis,stress fractures or incompetent veins. If it continues, see your physician for evaluation.
