No: Not typically. Those are liver enzymes and indicate some type of ongoing inflammation/damage involving your liver. Can be related to medications, alcohol, hepatitis, and a variety of other liver conditions; but should not really be exercise related.

Yes it can: and both of those enzymes are known to be elevated in body builders. At those levels you would be wise to monitor them closely, maybe once a month or every 2 months, to make sure they will be trending down with proper nutrition. You should also not use much creatine products as they are associated w/ liver disease and especially not drink alcoholic products to avoid liver problems.
