Find a better DR: There was never any chance of benefit from any antihistamine. Much depends on the history and exam which requires a visit to a dermatologist. Perhaps you need prescription TACROLIMUS OINTMENT .1%.

Re-evaluation: Kindly revisit your doctor for a second look and for referral, second or even third opinion is your right if you don't get better, an ophthalmologist or a dermatologist would help, you may have a local problem in your eyes affecting the lids, or just the skin of your eyelids, need careful history, what kind of make-up you are using, etc. Precise diagnosis is the first step in management, good luck
