Yes it can: Complications can happen with any modality of therapy. Hopefully you will do well but make sure to discuss the potential side effects with your radiation oncologist. Hope you do great and never have to deal with cancer again.

Unlikely: Breast radiation is an important part of your treatment in order to reduce the risk of recurrence. It is used in a controlled way that is safe and predictable. Discuss this with your radiation oncologist.
