Usually benign: Thyroid cyst is benign lesion, contains mainly fluid. Reactive nodes are inflammatory and reacting to some type of inflammation. Thyroid cancer can be associated with nodes containing metastatic tumor cells. Nethertheless you should have follow up scan in 3-6 months to make sure things remain stable. Sometimes cancer can have sone cystic components.
