That's correct: The OCD is the problem, and needs psychiatric treatment, generally with medications and talk therapy. One can see his primary care doctor for starting treatment and referral recommendations as soon as the office is open. The other stuff, "pre-cumming" when aroused, is as normal as salivating before that first bite of Thanksgiving turkey... normal and a non-issue, thus surely not the problem here.

OCD sounds like: the real issue and your concern about normal pre-ejaculatory fluid is the symptom. Please consider seeing a mental health professional who specializes in OCD to determine if that is the correct diagnosis and then provide treatment if indicated. Please don't use medication only but get specialized treatment. OCD is about trying to control the uncontrollable and relaxing into things can be best.
