Pre-cum is not a health issue. The erection being bent downward would require a physical examination it would be prudent to see a doctor, preferably a urologist.

This can occur in congestion or inflammation of the prostate. For this and the penis problem you will need to see a urologist for without an exam no correct diagnosis can be made. good luck.
