Three Big Issues:: 1. The numbers offered do not fit the standard values used to loosely describe visual acuity. 2. Disability is totally in the view of the beholder. All humans have limited abilities, are disabled, depending on performance standards selected. 3. "Disability certificate" implies declaration of special-status/monetary-benefits. By whose standards, who would pay such money & for what purpose/goals?
