I have uneven shoulders with left side higher than the right but left side trepezius instead of right is relatively weaker.is this normal?

No: No it is not Normal .the shoulder height could be positional which mean could be related to the way you stand or sit , but the weakness is not and the combination make me thing that there is either a neurological or a musculoskeletal illness causing hypotrophy to that area causing the asymmetric look and causing the weakness. See your doctor please for a full evaluation

Uneven shoulders: There is always a bit of uneveness in our shoulders due to handedness-,especaily in athletes. More severe asymmetry may be due to winged scapula ( long thoracic nerve injury) - or scoliosis. if concerned would have a physical therapist or physical medicine and rehab doc evaluate and discuss exercises to improve symmetry. f/u/ w/ doc http://www.ncbi.nlm.nih.gov/pmc/articles/PMC2582547/
