No: No it is not Normal .the shoulder height could be positional which mean could be related to the way you stand or sit , but the weakness is not and the combination make me thing that there is either a neurological or a musculoskeletal illness causing hypotrophy to that area causing the asymmetric look and causing the weakness. See your doctor please for a full evaluation

Uneven shoulders: There is always a bit of uneveness in our shoulders due to handedness-,especaily in athletes.
