Scar tissue: Not so odd. If the surgery was on the side of the pinky then it is not unusual. Excision of scar does not always improve things as you develop even more scar. The best is to do both active and passive exercises and hope this improves things. Also what is the time frame from the surgery?

Injury: You have to make sure you didnt develop more scar tissue causing less movement on the tendon and also need to make sure your nerve wasnt injured
