Can or should they?: The question is need and qualification plus training. While a doctor definitely has more academic qualifications than a nurse, they are trained differently for the jobs they are required to perform. A doctor would need training in monitoring telemetry equipment to be certified to work as a nurse in that specialty area to ensure poatient safety.

I am certain that: a physician would be capable to administer drugs and interpret rhythms to help out a team of health care providers if needed. I've done it and the Aides jobs too. The system works best however when traditional roles are maintained.
