Primary doctor: Unless you've been followed closely by a cardiologist already for some other issue, you can have your primary doctor examine you for the palpitations first.

Regular doctor: Your regular doctor can refer you to a cardiologist if necessary to answer the questions your regular doctor cannot answer.
