Cremasteric reflex: What you are describing sounds like a mildly increased cremasteric reflex. Sleeve of muscle that surrounds testicle, when it contracts, pulls testicle up into scrotum, especially if it is cold or in fight/flight response. Can talk to urologist about trial of muscle relaxer to see if it helps.
