First weight loss: Must reduce body fat composition first. Concentrate on diet and cardio. If you trim down enough, your natural abds will start to show. You can then build them with crunches, push-ups, etc.

Training and diet: You'll need to lose your body fat, which is done most easily by aerobic training and sensible eating. Then you'll need to find a form of resistance training for your ab muscles that you enjoy. I recommend cable / rope pull-downs. You've set a great goal for yourself. Good luck.
