Waste of time: If apple cider vinegar could be used, there would be no need for all the OTC and professionally applied products, right? The vinegar is acidic and can cause enamel breakdown. Use a product designed to whiten teeth if you want whiter teeth.

Not recommended: You can use over the counter tooth paste or crest 3D whitening strips or pens. However, they are not so effective and/or stable. OTC bleach and whitening tooth paste could be used as a supplement only. A professional teeth whitening without laser, followed by home whitening system with custom trays for the long term effect. You will be very happy with the results.

No.: Apple cider vinegar is good for a lot of things, some proven, some not. It is, for instance, helpful as a digestive aid, but evidence is anecdotal (not scientific). Vinegar has, however, been used since the time of the ancient greeks to dissolve calcium. Since teeth are made largely of calcium, it could damage your tooth enamel.

Yes and no: Please don't use it for this purpose. It will initially lighten your teeth but it does this by dissolving them. Continued use will cause you to loose a lot of enamel and make your teeth more yellow. Long term use will cause a huge amount of damage.
