No not normal: There are four main signs of inflammation: pain, heat, redness, and swelling. Those are signs that the immune system is activated. After a surgery there can be inflammation and it's normal for a few days. If it is present a month later it is concerning that there is either infection, or some kind of immune activation. It's worth getting it checked out right away by your surgeon.
