No, it is not normal: A normal blood pressure is 120/80. If the systolic (top) number is between 120 and 139, or the diastolic (bottom) number is between 80-89, this is considered pre-hypertension. Hypertension is a BP reading of 140 or higher systolic or 90 or higher diastolic on 2 or more occasions. 130/96 is abnormal but recheck your BP at another time or another day to see if it is consistently elevated.
