Is it normal for blood pressure to fluctuate between normal and the lower side of normal like 130 - 115 top number over 75 - 85 bottom number?

Yes: A normal BP has a wide range and your numbers fall within those numbers. In general, the lower both numbers, the better. If you look it up (anywhere) you will be told a normal BP is 120/80. That is a normal, ideal BP. The closer you get to 120/80, the better.
