Need more tests: Dizziness and elevated bili along with high blood pressure could be sign of end organ damage . I would certainly try to get more tests (Cbc, serum chemistries , liver function tests, and kidney ultrasound). Also, will need medications for blood pressure in all likelihood .

You cannot cure: hypertension unless it is due to another underlying condition. Your urine results do not mean any particular diagnosis, but with bilirubin and urobilinogen there is a chance that you may have other diseases, such as liver obstruction or hemolytic anemia. Please get to a healthcare provider to find out what you may have.
