In the US we use: pounds and inches. For a young woman/girl at 60 inches (5 feet) she should weigh around 100 lbs. As she may or may not have reached puberty, 90-100 lbs is reasonable. A 2000 kcal diet would be just fine. She will catch up once puberty hits. She likely just went through a growth spurt. Balanced diets include carbohydrates, proteins (animal, dairy, vegetable) and green veggies, fruits.
