Obstruction?: The most likely cause is obstruction at the opening often associated with hay fever (allergic rhinitis). Sometimes chronic middle ear infection can do the same. The most likely solution would be something to control the nasal congestion which can be confirmed by an ENT or allergist.

Middle ear fluid: An eardrum with fluid behind it doesn't move as well as one without fluid. Therefore you should see an ENT for treatment.
