Maybe both: High blood pressure can be exacerbated by anxiety. If there is evidence of heart kidney or eye damage , then its definitely hypertension and gets worse with anxiety. If not then putting you on a anti anxiety med and monitering your BP is reasonable.

Anxiety > HTN: The blood pressure mentioned is borderline hypertension. Have you taken your blood pressure when you were not anxious? I would first recommend cbt (cognitive behavior therapy) to learn how your thought can lead to anxiety. Coping skills can be learned. If your BP is persistently in the range of 140/90, medication may be indicated.
