Amblyopia : That might be correct. If vision has been down since childhood from lazy eye then often the visual connections in the brain can be affected resulting in permanent vision change

?congenital: A congenital strabismus might result in amblyopia ex anopsia, if it is untreated and chronic. But do not give up, find another Eye specialist, and get an additional opinion.

Varies with duration: Amblyopia(lazy eye) is the process where the brain ignores the "camera" picture from one eye because it is less clear or causes double vision. It can sometimes be improved if the weaker eye is strengthened (glasses), the stronger eye is patched or if the eye is lined up better with surgery. If the process has gone on too long, the brain has turned off the eye & surgery is simply cosmetic.
