Season of the itch.: I am not so sure that the vein actually itches. More than likely the skin itches. Try a topical cortisone cream. if this fails to work then make a consultation with a specialist.

Foot Veins.: Foot veins can be treated by either removal through micro incisions (microphlebectomy) or sclerotherapy. This can be done safely but you should see someone with experience in treating foot veins. See a vein specialist.
