Depend: I am guessing you mean is it dangerous for a one year old to have a hernia The answer is yes ,he needs to be seen by a pediatric surgeon,or by a pediatrician because it has a higher incidence of strangulation and the constant pressure on the cord will compromise the circulation and it could cause a problem to the testicle,assuming the hernia is a groin hernia. If the hernia is umbilical, no worry
