I small wooden chair tipped over and fell on my left foot on aug 14. i am still having sensitivity in the area but can walk fine. could it be a fract.

When in doubt X-ray.: Normally with a fracture, varying degrees of classic fracture type symptoms occur. Swelling at the site along with pain are typical. There is sometimes an actual change in structure cause by the underlying fracture. An inability to move the part is also possible. Since you symptoms appear to be less than classic, it is probably not fractured. To remove all doubt, best to have an x-ray.
