Is armour thyroid a safe medication? is there any risk of mad cow disease?

Natural thyroid: Strictly speaking, there is no risk of "Mad Cow" disease from Armour thyroid because it is made from porcine (pig) thyroid glands, not cow. There is theoretical risk of porcine prion disease, which has been identified in pigs. However; 1) it has not been shown to spread to humans; 2) Armour uses only food-source pigs, so risk is no greater than that associated with eating pork products.

Armor Thyroid: Armor Thyroid is a useful alternative to Synthroid and levo-thyroxine in patients who are intolerant to the latter. Since it is made by one company, there is better hopefully quality control that the other 'natural' alternatives out there, so the risks of adverse effects are decreased.
