Yes and no: A really superficial lesion can remineralise with the proper treatment. Once a lesion gets deeper, it needs to be restored.

See your dentist: Superficial caries maybe arrested on smooth surfaces of teeth with fluoride treatments. Any area which is pitted will get worse and require larger restorations or loss of the tooth.
