Should regrow: Axillary hair is part of the sexual hair growth at this age your daughter is likely beginning puberty and thus there will be another onset of hair growth. It sounds like the side that didn't grow back simply hasent regrown and it likely will in time. There is no reason to believe the follicles died or anything perminent
